I hope to answer your question anyway 8)2 reasons :
1/ Before 2004, Lausanne Contest & also first International Championship, we used to compete man & women together for freestyle slalom. For speed slalom, we were seperated already.
Well, man were winning all time, women were making “unofficial ranking” among the global ranking to compare with other women. It was an obvious expectation from the women to have their own ranking. Some women were not taking par because they didn’t want to score bad with men. There was enough men to make category, and enough women to make another category. So it has been decided to seperate man & women for freestyle slalom. It was also a way to developp the sport, appealling more women to join the competition. The decision was taken in 2003 to be applied in 2004. Irony, that last year (2003) of common competition men-women : a women won : http://www.ifsasports.org/English/Results/2003champ.htm2/ Nowadays, official sports are organised by official federations. They have official rules, common onto many sports (like football…). For example senior=over19 ; junior=18-19… and about your question :

+ It was “confirmed” => then if it is changing + if anyone booked tickets previously & loose money, it would be refund by the organization => no one loose money 😉
Actually, it prevents skaters from buying ticket now & invite them to wait a bit for next confirmation.Bruxelles :

2007 Madrid proposed, finally they cancelled.
2007 Bilbao proposed, finally they cancelled.
2008 Another association from Barcelona said they would apply for 2008, they did not.
2008 Bilbao planned to propose, finally they could not.For now let’s start with more judges 😉

La primera vez en competicion es un poco difficil, porque hay el publico, y quieres hacer mas bueno … despues este primera vez, apprendes, tienes experienca, y es mas facil. La solucion : probar, une vez, dos vezes, tres …Se puede ❗
